The GCPD is either involved in Gotham’s drug business, or it doesn’t dare to cause more problems than it’s worth. Hence, every casualty is swept under the rug, and neither the authorities nor Batman will be surprised by more deaths and crime in Gotham’s traditional drug business.
Only until Oz or Sofia climb to the top of the hierarchy and endangers multiple innocent lives will Batman be likely to intervene

Besides, nothing that happens in every episode ofThe Penguinseems like a reasonable excuse for Batman to appear. Batman wouldn’t be able to notice Oz’s murder of Alberto Falcone, his multiple betrayals, or Sofia’s massacre of her family until much later. Even then, there’s nothing about these events Batman would be interested in beyond gathering intel onGotham’s criminal underworld. Only until Oz or Sofia climb to the top of the hierarchy and endangers multiple innocent lives will Batman be likely to intervene — or when the negative effects of their new drug start to be reflected on Gotham citizens.
