This is likely done because having new villagers move onto a deserted island with luxury furniture might seem strange. It’s also likely that players will eventually replace the starters, making their homes not as important.
Players without the DLC have no way to reset the houses except by making the villager move out and back in. Those who do have theHappy Home ParadiseDLC eventually unlock the option to change the starter homes into the default houses associated with the character. Once players complete enough DLC missions, they unlock the option to ask Isabelle to reset their homes' interior.
